Jane was born in Mira Valley, a farming area south of Ord, Nebraska. Her parents, Alice (Gray) and Oliver P. R. Bell were farmers there. In 1926 she moved with her parents to Hastings, Nebraska, where she lived the rest of her life. She finished high school in a pilot teachers-education program school at Hastings College (the college needed a few students for actual teacher practice, and Jane was one of those students), and attended Hastings College's nursing education program in conjunction with Mary Lanning Hospital.
Jane was a nurse at Mary Lanning Hospital for many years, and then later at the Nebraska Regional (mental health) Hospital at Ingleside, NE, just west of Hastings for a few years until her retirement. Jane never married and had no children. She had two brothers, both of whom predeceased her. One was Rev. Moore Bell (a Presbyterian minsiter), and Dr. Gordon Bell, a physician. Jane was active at First Presbyterian Church in Hastings all her adult life. She had a life-long friend, Sarita Wilson, also a nurse, who survived her. Jane and Sarita shared apartment quarters all their adult lives.
