US Diplomat. He was the son of United States Senator William Cabell Bruce and served in both the Maryland and Virginia House of Delegates. A Lieutenant Colonel in the Army Air Corps in World War II, he joined the Office of Strategic Services, the predecessor of the CIA, and was administrative head of the London base of the OSS. He was appointed Ambassador to France, serving from 1949 to 1952 before being appointed Undersecretary of State by President Harry S. Truman, Served as Ambassador to West Germany from 1957 to 1959, Ambassador to Great Britain from 1961 to 1969, first United States emissary to China from 1973 to 1974, and Ambassador to NATO from 1975 to 1976. He also headed the American delegation to the Paris peace talks with North Vietnam in 1970 and 1971. He was awarded the Presidential Medal of Freedom by President Gerald Ford in 1976.
