He will be best remembered for his co-writing of the 1967 psychedelic anthem "Incense and Peppermints" recorded by the Strawberry Alarm Clock. Born in East St. Louis, Illinois, his father was a oil wildcatter, Carter attended the University of Colorado where he majored in English. While in college, he co-wrote the song "Acapulco Gold" (1967) with roommate Tim Gilbert for his group Rainy Daze, and the score would peak at number 70 on the Billboards Top-100 Chart. Carter collaborated with Gilbert again to write for the group Thee Sixpence (evolving into the Strawberry Alarm Clock) and their hit "Incense and Peppermints" became a number one classic. During the 1970s, Carter served as a radio promotions executive with Atlantic Records and later with Capitol Records. He was helpful in the careers of artists Steve Miller and Bob Seger. Carter co-produced Tina Turner's highly-successful 1984 album "Private Dancer", which yielded the hit "What's Love Got to Do With It" and help establish her as a solo performing superstar.
