Served in the Revolutionary War with the Georgia militia. Elected as a Representative from Georgia to the United States House of Representatives, serving in the First Congress from 1789 to 1791. Twice elected as a Senator from Georgia to the United States Senate, serving first from 1793 to 1795, then from 1801 until his death in office in 1806.
