During the Civil War he served as a Private in Company C, 128th Ohio Volunteer Infantry, being mustered in on June 6, 1862, and being mustered out on June 5, 1865. After serving as United States District Attorney for the Northern District of New York from 1889 to 1893, he was elected to represent New York's 33rd and 36th Districts in the United States House of Representatives, serving from 1897 to 1911.
