U.S. Congressman. He graduated from Amherst College Massachusetts, in 1916 and then attended Massachusetts Institute of Technology. During World War I, he served overseas as a First Lieutenant on the G-3 staff, 91st Division, US Army. After the war, he was an instructor of history at Amherst College in 1920, engaged in the mining business and was a member of the Arizona State House of Representatives, (1923-25). In 1927, he was elected as a Democrat to the Seventieth Congress and to the next three succeeding Congresses, serving until his resignation in 1933. He was appointed Director of the Budget by President Franklin D. Roosevelt and served until he resigned in 1934. He was vice president of a chemical company, (1934-38) and principal of McGill University Canada, (1938-39). During World War II, he was deputy administrator of the War Shipping Administration, (1942-44) and US Ambassador to Great Britain, (1947-50). He also was director, General Motors Corporation, (1944-65), chairman of Southern Arizona Bank & Trust Company, (1949-66), the President to head Government Study of Foreign Economic Problems in 1953 and a member of President Johnson’s Task Force on American Indians, (1966-67).
