The son of former Virginia Governor and Civil War Confederate General Henry A. Wise, he served during the Civil War first as an officer in the 10th Virginia Cavalry regiment, then as a Captain and Assistant Inspector General on the staff of his father. After the war he served as a professor at the College of William and Mary from 1869 to 1881, and as Superintendent of the Eastern Virginia Lunatic Asylum in Williamsburg from 1885 to 1887. He was elected as a Republican to represent Virginia's 2nd Congressional District in the United States House of Representatives, serving first from 1898 to 1899, from Virginia, 1898-1899 and from March 1900 until his death in office in December 1900.
