Tennessee Governor, U.S. Congressman. He graduated from Cumberland University Law School in 1915, was admitted to the bar and commenced to practice law in Huntingdon, Tennessee. During World War I, he served in France, as a Captain in the 114th Field Artillery, Battery A, 30th Armored Division, U.S. Army. After the war, he resumed the practice of law and was elected as a Democrat to the Sixty-eighth Congress and to the next five succeeding Congresses, serving (1923-35). Not a candidate for re-nomination, he was elected as a Democrat the 38th Governor of Tennessee, serving (1937-39). During World War II, he served as a U.S. Army Lieutenant Colonel and General Eisenhower's Deputy Chief of Staff of the Allied Forces. He then became the Military Governor of Belgium-Luxembourg (1943-46) and later with the command of the American Occupation Zone in Germany, as a civil-affairs adviser on Supreme Commander General Dwight D. Eisenhower's staff, through 1947. Returning to America, he was again reelected in 1948, the Governor of Tennessee, serving (1949-53). Leaving politics after his term, he operated a dairy farm and an insurance firm until his death at age 86.
