US Congressman. A member of the Democratic Party, he served Oregon's 4th District (1963 to 1967) and 3rd District (1975 to 1981) in the US House of Representatives. After serving in the US Merchant Marines and the US Naval Air Force during World War II, he attained his BA from the University of Alaska and received his law degree from the University of Michigan Law School in 1948. Duncan practiced law before initiating his political career as a member of Oregon's State House of Representatives from 1956 to 1962. During his tenure in Congress, he was known for his pro stance of President Johnson's policies towards the Vietnam War. Duncan later served as chairman of the Northwest Power Planning Council from 1985 to 1987.
