US Congressman. Born near Dyersburg, Tennessee, graduated from Cumberland University in Lebanon, Tennessee, in 1914 and practiced law from 1915 in Dyersburg. Enlisted in the Second Tennessee Infantry, National Guard, in 1917 and served with the 119th Infantry, 30th Division, in World War I in France and Belgium. Discharged in 1919 with the rank of Captain. Elected state commander of the American Legion. Elected as a Democrat to represent Tennessee's 8th and 9th Districts in the United States House of Representatives. He served from March 4, 1929, during the Seventy-first Congress and the fourteen succeeding Congresses. Married Mary Rankley in 1930 and had one son, Leon Jere Cooper, Jr.. From 1955, he was Chairman of the House Ways and Means Committee until his death in the naval hospital, Bethesda, Maryland, December 18, 1957. At the memorial services in the House and Senate he was praised by his colleagues for his integrity, honesty and dedication. (bio by: Vincent Astor)
