US Congressman. He attended the Susquehanna Collegiate Institute, studied law, was admitted to the bar and commenced to practice law in Towanda, Pennsylvania, in 1879. In 1895, he was elected as a Republican to the Fifty-fourth Congress to fill the vacancy caused by the death of Myron B. Wright, reelected to the Fifty-fifth Congress, serving until 1899. Not a candidate for reelection, he resumed the practice of law in New York City and was grand secretary general of the northern Masonic jurisdiction for the Scottish Rite bodies from 1902 until his death at age 70.
