Ms. Harris was the United States Ambassador to Luxumbourg from 1965-1967, the United States Secretary of Housing and Urban Development from 1977-1979, and served as both Secretary of Health, Education and Welfare and Secretary of Health and Human Services during the Carter Administration reorganization of health services between 1979 and 1980. Ms. Harris was the first African-American female to serve in a Presidential cabinet.
