Was the Lieutenant Governor of the State of Ohio from 1939-1945, 1947-1949 and 1957-1959. Also served as a state representative and state senator and served briefly as a justice of the Ohio Supreme Court.
Lieutenant Governor Herbert also served as a Captain in the United States Army during World War I from 1917 to 1919. He was honorable discharged from the Army in 1919.
