In 1893, he was elected as a Democrat to the Fifty-third Congress, serving until 1895. An candidate for reelection, he resumed his legal practice in Toledo, Ohio. In 1914, he was elected judge of the court of common pleas of Lucas County, Ohio and served until his death at age 75.
