U.S. Congressman. He graduated from Columbus College, studied law, was admitted to the bar in 1891 and commenced to practice law in Columbus, Ohio. He served as prosecuting attorney of Franklin County (1899-1904). In 1905, he was elected as a Republican to the Fifty-ninth Congress and to the next three succeeding Congresses, serving until 1913. An unsuccessful candidate for reelection, he resumed the practice of law until his death.
