U.S. Congressman. Moving to Ohio, in 1892, he graduated from the Cincinnati Law School in 1893, was admitted to the bar and commenced to practice law in Cleveland, Ohio. He was a member of the Cleveland City Council, (1902-03). In 1915, he was elected as a Republican to the Sixty-fourth, Sixty-fifth and Sixty-sixth Congresses, serving until 1921. An unsuccessful candidate for re-nomination, he resumed the practice of law until his death at age 82.
