Born in Cincinnati, Ohio, he was a multi pro sports official when signed as traveling secretary for the Cincinnati Reds in 1933. He was elevated to assistant general manager for the Reds in 1936, serving until he resigned to join the US Navy during World War II. After the war, he was general manager of the Kansas City Blues in 1946, general manager of the White Sox 1948 to 1955, manger of the St. Louis Cardinals 1955 to 1957 and manager of the Cleveland Indians 1957 to 1961. From 1961 to 1971, he served in executive positions with Kansas City A's, Baltimore Orioles, Boston Red Sox and Milwaukee Brewers. Nicknamed as "Trader Frank", "Trader Lane," and "The Wheeler Dealer", he made more than 400 trades in his career, including 241 with the White Sox alone.
