Millicent was born in Hannibal, Missouri, the daughter of Edward Charles McDonald and Susan Ellen Peake McDonald. She grew up in Hannibal, and eventually moved to St. Louis with her family after her father's death as a casualty of the Civil War. She was a teacher in the public schools in St. Louis and in Kirksville, Missouri. She was devoted to family and served as a caregiver to her sister, Ellen during her last illness. She moved to Kansas City, Missouri after her retirement, most likely to be near her brother, Angus who also lived in Kansas City. She died in the George Nettleton Home, and was buried in Council Grove, Kansas in her brother's family plot.
