US Congressman, US Senator, Postmaster General. First honors 1848 graduate of Dickinson College, Carlisle, Pennsylvania, he was admitted to the bar in Baltimore, Maryland in 1850 and practiced law in Elkton. He was elected to the State house of delegates in 1861 and served as its adjutant general from 1862 until 1863. He served as a republican representative to the thirty-eighth Congress from March 4, 1863 through March 3, 1865 and was elected to fill the Senate seat of the deceased Thomas H. Hicks, serving from March 9, 1865 to March 3, 1867. He was a candidate for the Republican nomination for Vice President in 1868. As the US Postmaster General from 1869 to 1874, he implemented important reforms and improvements, including an increase of railroad post office lines; revision of postal arrangements with foreign countries; an extension of the money order system; and the introduction of penny-postcards to facilitate business correspondence. Upon his resignation, he served as US counsel before the Alabama Claims Commission until 1876. He continued to practice law and was the leader of Maryland's Republican Party until his death.
