South Dakota Governor. Served as South Dakota's first Democratic Governor. He grew up and was educated in Clermont County, Ohio, and graduated with a degree of law from the University of Michigan in 1893. During that same year, he came to South Dakota when the state was only four years old. He first lived in Sioux Falls and worked for the Joe Kirby office. He then came to Beresford via horse and carriage to set up his own law office. He helped to develop the town of Beresford, where he served twenty-five years as city attorney and served as mayor in 1912. His house was later registered as a historic landmark. During Beresford's seventy-fifth jubilee in 1959, the city park was dedicated as "Bulow Park."
