She was a graduate of Central Square High School. In 1930 she attended Powelson Business Institute and worked for the Metropolitan Life Insurance Company. On October 5, 1940, she married DeForest F. Arbogast. She later worked as a secretary Ruth was an avid reader and researcher. She was instrumental in getting legislation passed in New York on the "Parents Responsibility Act."
She loved music and participated in the local Sweet Adelines. Later in Colorado she joined the Harmony Bells and her local local Kitchen Band. In 1980, she and her husband moved to Berthoud, CO and became involved in the local AARP. She was involved in getting a Senior Center built in Berthoud and participated in the many activities there. In 2000 she moved to Melbourne, FL to live with her daughter Jean and became involved in activities at the Eau Gallie Civic Center.
