Richard was the son of George Fitzwater (Sr.) and Caroline Chambers. He was born in Delaware and then moved with his family to Maryland for a short time. His father was a farmer.

The family moved to St. Louis County, Missouri in 1868. Richard died there on New Year's Day 1878 at the age of 27 years, 11 months and 24 days.

His burial was noted as being in Fee Fee Cemetery, but an exact date was not given.*
