| Birth: | May 21, 1847 | | Death: | Jul. 19, 1913 |  US Congressman. Born near the town of Ulysses, Potter County, Pennsylvania, he was a graduate of Coudersport Academy also in Potter County. Upon completion of his studies he became a collection clerk in charge of collection of Pennsylvania's corporate taxes, studying law in his spare time. Admitted to the Pennsylvania Bar Association in 1878, he began practicing in Harrisburg. He was elected to represent Dauphin County in a proposed constitutional convention in 1891. In 1896 was elected to the Fifty fifth Congress in 1896, and served from 1897 to 1913. At various times he held the chairmanship of the Elections and Insular Affairs Committees. In 1905 he served as a manager in the impeachment proceedings of Federal judge Charles Swayne. He refrained from running for re-election to Congress in 1912 and returned to the practice of law in Harrisburg upon the expiration of his last term. He died shortly thereafter.
