Initially engaged in blacksmith and contractor supply, he was also engaged in the manufacture of chemicals. His first political office was as a member of the Boston Common Council from 1894 to 1896 when he was elected to the State House of Representatives in 1897 and 1898. He served as a State Senator in 1899 and 1900 before leaving politics for a short time. He then served in the State House from 1913 until 1914. He was elected as a Democrat to the US House of Representatives and served four terms, from March 4, 1915 to March 3, 1919 and again from October 23, 1919 until March 3, 1925. He was not reelected in 1924. In 1930, he was appointed as an assessor of Boston and became the chairman of Boston's election committee.
