An 1888 law graduate from George Washington University in Washington, DC, he began his career as a National Bank Examiner for the States of Montana, Idaho, Washington, and Oregon for several years. He was admitted to the Delaware bar and opened a law practice in Wilmington, where from 1901 to 1905 he also served as Postmaster. Heald was elected as a Republican to represent Delaware in the Sixty-First and Sixty-Second Congresses and served from March 4, 1909 through March 3, 1913. He then returned to his law practice in Wilmington and engaged in banking. Heald was a member of the University of Delaware's board of trustees from 1915 to 1939, and served as president of the University from 1936 until his death. (bio by: Russ Pickett)
