Chairman of the Republican National Committee from 1965-1969 and namesake of the Ray C. Bliss Institute of Applied Politics at the University of Akron.
Bliss was educated in Akron public schools and graduated from the University of Akron in 1935. At Akron, he became a member of the local fraternity that later became a chapter of Phi Kappa Tau and he remained an active alumnus all of his life. He was married to Ellen Palmer of Akron in 1959.
He was an insurance executive with two Akron agencies but is best known for his political activities. He entered politics in 1931 as a volunteer in the Akron mayor's race. Over the years he served as head of the Republican party organizations in Summit County and the State of Ohio, culminating with his term as chair of the Republican National Committee. As RNC chair, he was instrumental in rebuilding the Republican party after the 1964 Goldwater defeat which made Richard Nixon's 1968 victory possible.
He was an active alumnus of the University of Akron and served on its board from 1970-74 and 1979-81. He was chair of the board at the time of his death. He received an honorary Doctor of Human Letters Degree in 1968 and the university's Alumni Honor Award in 1965. The University of Akron created the Bliss Center of Applied Politics in his honor in 1968.
