Dr. Payne, who died in Carthage, was born Sept. 7, 1949, in Dallas. He graduated from DeSoto High School. He married Marsha Thedford on Aug. 8, 1969 in Dallas.
He received a bachelor's degree from Texas A&M University in 1972, a masters degree in 1975, and a doctorate in August 1988. He was an instructor at Panola Junior College in Carthage.
Survivors include his wife, Marsha Payne of Bryan; his parents, Mr. & Mrs. John O. Payne of DeSoto, formerly of China Spring; two sons, Randle Scott Payne and Dennis Todd Payne, both of Bryan; sister, Carol Denise Smith of Seagoville; grandmother, Mrs. Oscar (Annie Pearl) Payne of China Spring.
