Samuel served as a Major in the Army of the Confederacy's Supply Corps: as Commissioner of Revenue for Amelia County; and as Commissioner in Chancery for Amelia County.

"Major Samuel R. Seay died at his home in Amelia on the 24th of___, 1893. at the age of 81. _____ through an unusually protracted ____ one capacity or another ___ maintained before the public by courtesy, by fidelity and intelligence in the discharge of the many duties confided to him, a position of fair and enviable reporte. The duties required of him by the stormy period of the Civil War were discharged with conscientious patience and the sacrifices in blood ____ once entailed by faithful adherance to their lasting aids were submitted to with a cheerful resignation born of true phiosophy. One gallant Howitzer fell in the lines around Petersburg. Another rode beneath Stuart's banners, animated with fiery zeal and gay reckless spirit of that prime of troopers, passed quietly away at the summons of the Universal Conqueror. The period over away which Major Seay's life extended was fruitful of great and astonishing events in the march of civilization, and his discriminating observance of transient scenes and actors filled his storehouse of memory with minor details of history. The more interesting as they find a place in the formal record of the times.
The deceased was an intelligent and efficient military officer in times of peace and zealously exerted himself to bring in somethins of system into that portion of the Confederate commissarial committed to his charge. He was a magistrate of the antebellum type, clear headed firm and just and like many of his associates of the bench, a sage and reliable legal advisor. He was for many years Commissioner of Revenue, Commissioner in Chancery and served in the ___ when he died ____."
