US Congressman, Journalist. Elected as a Democrat to represent Missouri's 3rd District in the Fifty-sixth and two succeeding Congresses, he served from March 4, 1899 to March 3, 1905. Dougherty spent most of his life in Liberty, Missouri, where he attended William Jewell College, studied law, and became a practicing attorney in 1879. He served as City Attorney of Liberty from 1881 to 1886, and Clay County Prosecutor from 1888 to 1894; in between he owned and edited the "Liberty Tribune" (1885 to 1888). Dougherty's Congressional ambitions ended as they began: he failed to win his party's nomination for the US House in 1896, and lost his bid for renomination in 1904. He died suddenly at 48 in Liberty, five months after leaving office. (bio by: Bobb Edwards)
