During his term as governor he emphasized education and conservation. Over one billion dollars was raised to erect new buildings on the state's college campuses. He focused on water control projects and obtaining land for recreational purposes. After his term, President Lyndon Johnson appointed him to served on the National Security Council and the Office of Emergency Planning.
