US Congressman, US Diplomat. Elected to represent Virginia in the United States House of Representatives, serving from 1861 to 1863. Blair also served as a United States Representative from West Virginia from 1863 to 1865, United States Minister to Costa Rica in 1868, Justice of the Wyoming Territorial Supreme Court in 1876, and State Court Judge in 1892. (bio by: K)

Prior to the Civil War, Blair, a Parkersburg, WV native, was selected to fill a congressional seat, and was re-elected in 1863. Blair was instrumental in convincing President Lincoln of the necessity of signing the statehood bill.
