| Birth: | 1836 Peacham Caledonia County Vermont, USA | | Death: | 1899 Enid Garfield County Oklahoma, USA |  Civil War Congressional Medal of Honor Recipient. He served in the United States Navy during the Civil War as a Boatswain's Mate on board the "USS Pontoosuc." He was awarded the CMOH for his bravery during the operations against and the capture of Fort Fisher and Wilmington, which commenced on December 24, 1864 and ended on January 22, 1865. His citation reads "Carrying out his duties faithfully throughout this period, Blair was recommended for gallantry and skill and for his cool courage while under the fire of the enemy throughout these actions."
