Born in Danby, Vermont, he was admitted to the bar in 1859 and opened a law practice in Topeka, Kansas. At the start of the Civil War, he assisted in recruiting the first black regiment of Kansas in 1862. In February 1863, he was promoted Colonel paymaster general of the Governor's military staff and served for the remainder of the war. After the war, he served as State agent of the Grange, 1873 to 1875 and was elected as a Populist to the Fifty-second Congress in 1891, serving until 1893.
