Joel Colley was born in Pittsylvania County, Virginia. According to a family bible, his mother was named "Sarah" but his father is unknown. His grandparents were Edward and Mary (Strong) Colley of Mecklenberg County, Virginia. He emigrated to Georgia in 1799 and was ordained a Primitive Baptist minister in 1815. Married Mary "Polly" Tillery in 1804, daughter of Joshua and Susannah (Ziegler) Tillery. They lived in Oglethorpe County, Morgan County, and Newton County. He was elected elder for 28 yrs and helped to establish the Yellow River Baptist Association. Joel and Mary "Polly" Colley had 9 children.

re-election for twenty-eight consecutive years,
and died October 11th 1851.
