Japanese Prime Minister, Army General. He is best known as the author of what is called the "Tanaka Memorial." Compiled in 1927, it is a document that provided guidance for Japan's plans for foreign conquest. Although proven to be a forgery, its bore an interesting similarity to the subsequent course of Japanese military expansion and appeared to be authentic. Tanaka served as Minister of War from 1918 to 1921, and again from 1923 to 1924, during which time he supported expansion into Siberia. He later became president of the Seiyukai party in 1925. As the 26th Prime Minister of Japan and also Foreign Minister from 1927 to 1929, headed a policy of aggression in China.
