Francis was the son of Hierome and Margaret Taliaferro Gaines. He married Judith Barnett Lively ca 1780, and they had 7 children:

He served in the Virginia Line during the Revolutionary War. He received two land grants totaling 1,200 acres in Elbert Co. The land came to be known as the Gaines District.
