He received a bachelor's degree from Ohio State University in 1940 and joined the Army Air Corps, serving until the end of World War II, afterwards joining the Ohio National Guard, attaining the rank of Colonel before retiring in 1963, and returning to active duty for the Korean War. Saxbe received a law degree from Ohio State University in 1948 and became an attorney. In 1947 he was elected to the Ohio House of Representatives, where he served until 1954, and was Majority Leader from 1951 to 1952 and Speaker from 1953 to 1954. In 1954 he ran unsuccessfully for the US Senate, but in 1956 he was elected Ohio's Attorney General, serving from 1957 to 1959. In 1962 he was again elected Attorney General, serving until 1969. In 1968 he was the successful Republican nominee for the US Senate, serving from January, 1969 until resigning in January, 1974 to accept appointment as US Attorney General. Saxbe was named by President Richard Nixon because as a sitting Senator he could easily win Senate confirmation after Elliot Richardson resigned to protest Nixon's Watergate break in cover up, and because Saxbe had a reputation for integrity. (He had called Nixon's administration "one of the most inept" in history.) Saxbe resigned in 1975 to become Ambassador to India, where he served until 1977. He then practiced law in Mechanicsburg and authored two autobiographical volumes, 1975's "Seems Like Yesterday" and 2000's "I've Seen the Elephant".
