He served as president of Uruguay from March 1, 1967 until his death from a heart attack on December 6, 1967. Joining the military in 1917, he served in the artillery and aviation divisions and was appointed as an air attache to France in 1932. In 1949 he was promoted to the rank of general, and two years later was named Inspector General of the Army. Following retirement from the military in 1957, he served as president and auditor of the State Railway Administration, in charge of rail transport and maintenance. In 1959 he was appointed as chairman of the National Commission for Aids to Victims, providing relief for displaced flood victims. From 1963 to 1967 he served as a member of the National Governing Council. He was elected president following the adoption of a new national constitution in 1966. (bio by: Nils M. Solsvik Jr.)
