"Rowdy Joe" Lowe and wife, Kate, were natives of Illinois who wandered around notoriously through the old west following the Civil War. Joe, an out-right thief, was a rugged and prominant figure in Delano, a lawless and wide-open district west of Wichita, Kansas where he and Kate ran a combination saloon-dance hall-brothel. The Lowes also had such businesses in Ellsworth and Newton during their railhead days and, in Newton in 1872, Joe shot & killed a man named Sweet. The following year, Joe killed Red Beard in Wichita and, even though he surrendered himself to the authorities, he soon escaped custody and fled to Osage Mission in Neosho County, Kansas. In January 1874, Lowe was arrested in St. Louis but through bribery & threats he was quickly on the loose again. He went to Texas where he spent time in Denison and San Antonio. In San Antonio he was fined $100 for assaulting Kate. He then left Kate and Texas and drifted to the Black Hills during the gold rush. He finally went to Colorado and one day, while drunk, he insulted the local police force while in a saloon shooting off his mouth. A former member of the force and Joe got into it and Joe was slower getting to his gun. He died instantly and was never missed by anyone.

Joseph Lowe is buried in Riverside Cemetery, Denver, Colorado. his second wife Mary Lowe (later "Singleton") is buried in Crown Hill Cemetery Wheat Ridge, CO. she lived to be 106 year old.
