Frank served as an Seaman Second Class, U.S.S. Astoria (CA-34), U.S. Navy during World War II.

He resided in Laramie County, Wyoming prior to the war.

The Astoria, in the Battle of Savo Island, was hit multiple times by Japanese gunfire which caused her sinking during the war.

Frank was declared "Missing In Action" in this sinking.

He was awarded the Purple Heart.
