Francis served as a Fireman First Class, USS Belknap (DD-251), U.S. Navy during World War II.

He resided in South Portland, Cumberland County, Maine prior to the war.

Francis "Died Of Wounds" two days after the Belknap was hit by a Japanese kamikaze off Luzon during the war. He was awarded the Purple Heart.

Francis was buried at sea.
