Born Clarence Eugene Whitaker, his biological parents were Joseph Eugene Whitaker & Flossie Bernice Gardner. He was adopted by Charles Samuel Oyler & Ruby Ethel Coltharp in 1920 & his name was changed to Charles Eugene Oyler.

Father of the original creator of this memorial, Carolyn Whitaker (civilwarbuff).
