Son of Gifford and Blanche (Ruid) McManigal. He attended school in Creighton and graduated from Creighton High School. He served in the Marines from June 10, 1952 to June 9, 1955. He then served a second time from November 26, 1958 to November 29, 1962.
He was united in marriage to Geraldine Stiefvater on February 2, 1963 at the Presbyterian Church in Niobrara. In 1970 they moved to Platte Center and Phil began working for Central Sand and Gravel. He worked for them for 40 years, retiring at age 62, but he continued to work part time for them for another 10 years before fully retiring. Phil was an avid gardener and enjoyed taking care of his lawn. He enjoyed fishing, camping, hunting, following his grandchildren's events, going to the casino, going to the horse races, and at one time owned two of his own race horses. He was a member of the American Legion in Platte Center and the VFW in Columbus.
