John J. Payne was born in Gainesboro, Jackson County Tennessee in 1836. His father was James Payne and his mother was Mary Robinson.
When John was about six years old he was bound over to the family of Roland C. Dill, and Nancy Dill. They raised him. Why this happened, has not yet been determined.
The Dill family also took are of John's sister Manerva Payne, accordion to 1850 Jackson County, Tennessee Census, district #9. At the time of this census, John was about 14 years old and Manerva was 9. Rowland C. Dill was 46 and Nancy Dill was 50.
John grew up to become a Justice of the Peace, a school teacher, a lawyer, and a judge. He dedicated his life to education, law, and justice.
When John was teaching school, he paid special attention to children who were slow learners. He took them on his knee and gave them special attention in order that they would understand their lessons and progress satisfactorily.
During the time that John lived, Tennesseans paid poll taxes, and he was aware of any citizen who had not paid his taxes. When he met a delinquent taxpayer on the street, he would take his cane and tip his hat off. John considered this a friendly reminder to pay the tax.
John married a Nancy Bell Dill about 1860, they had five children: America Payne born in about 1861, Mary Missouri Payne was born in about 1863, Mary Texas Payne was born 18 March 1867, Tennessee Payne born about 1869, and John J. Payne Jr was born about 1870. All of these children were born in Jackson County, Tennessee.
John J. Payne then married Elizabeth Francis Keith (Keath) on January 3, 1875 in Gainesboro, Jackson, Tennessee. We believe that she was a Cherokee Indian. They had 11 children: Nancy Belle Payne born December 23, 1875, Andrew Johnson Payne born May 10, 1877, Lewis K. Payne born about 1878, Cora C. Payne born January 1880, Ova D. Payne born about 1881, Alvin Cullem Payne born April 7, 1883, Ollie Frances Payne born March 28, 1884, Lucy Cummins Payne born January 15, 1888, Frank C. Payne born October 3, 1889, Albert Marx Payne born December 23, 1885 and Mattie Woodall Payne born about 1872.
