Dora was the daughter of Commodore Perry Reed and Sarah Lucas. She married William Arter in Sulphur Springs, Hopkins County, TX, on November 3, 1912. In 1930 she was a widow living in Farmersville, Collin County, TX, with her three children and her mother.

At the time of her death, Dora lived on Old Seagoville Road near Rylie, Texas. She was a long-time member and Sunday school teacher of Rylie Baptist Church. She was survived by her son, Welborn Arter, and daughter, Mrs. Audrey Cade.
