Fletcher Dutton Proctor (1860-1911), a member of a family prominent in Vermont Republican politics, served as Governor of Vermont from 1906 to 1908. Proctor also served as Speaker of the Vermont House when Charles A. Plumley, Fletcher D. Plumley's father, was one of the Clerks of the House. Since Fletcher Plumley was born in 1906, and since the Plumleys were also Republicans, the connection seems likely. Fletcher Proctor's Find A Grave memorial is 13138717.
