A son of Winfield Scott Perkins and Julia Harris, Maurice grew up in Saginaw. Perhaps as he got old enough to do so, he helped his father in the coal and tile merchandising business.
In due course he graduated from Arthur Hill High School.
He married Jane Williams on 21 May 1926 in Saginaw. She was the daughter of Alfred B. and Grace R. Williams; she was also a great-grand-daughter of one of Saginaw's founding pioneers, Gardner D. Williams, the first mayor of that city.
They had 2 sons and a daughter:
1. Maurice Clark II, b. 1927
2. Winfield Scott, b. 1929, &
3. Sally Williams, b. 1934 (Mrs. Newman)
During 1928-29 they moved to Detroit, where he worked as a trucking company clerk and continued to study.
He graduated from the Detroit College of Law, and so became a lawyer.
After the few years in Detroit in the early 1930's, the Perkins family came back to Saginaw, where they resided for their remaining years.
