Pennsylvania Governor Gifford Pinchot allegedly sentenced Labrador Retriever, named Pep "The Cat-Murdering Dog" to a life sentence at Eastern State. Pep allegedly murdered the governor's wife's cherished cat. Prison records reflect that on August 12, 1924, sweet faced Pep was assigned an inmate number (no. C2559), which is seen in his mug shot. However, the reason for Pep's incarceration remains a subject of some debate. A newspaper article reported that the governor donated his own dog to the prison to increase inmate morale.
One book on the prison claims Pep was allowed to walk the grounds and became a buddy to the guards. When Graterford prison was built, Pep was transferred there. Most sources claim Pep died at Eastern Prison and was buried there on the grounds.
It is also said that Pep haunts Eastern State. People claim to hear dog tags rattling and a dog howling. Of course this is not proven.
