Served as a Brigadier General in the New Jersey Militia during the Civil War, and facilitated the raising and training of troops for the Union Army. Commanded the Camp Stockton training camp in Woodbury, New Jersey. Appointed by President Ulysses S. Grant to the cabinet post of Secretary of the Navy, serving from 1869 to 1877. He was elected to represent New Jersey's 1st District in the United States House of Representatives, serving from 1879 to 1883. Nephew of US Congressman John P.B. Maxwell.
