Hugh was the first son and second child of five children of 1st Lt. Orren Woodward Lockett, Sr. 1829-1923, and Sarah Frances Brewer 1837-1913. Orren was born in Monroe County, Georgia, and died in Sylacauga, Talladega County, Alabama. Sarah was born in Morgan County, Georgia, and died in Dadeville, Tallapoosa County, Alabama. Hugh's father Orren was a veteran of the Civil War serving in the 1st Alabama Infantry Regiment.

Hugh is the grandson of Hugh Reese Lockett, Sr. 1802-1858 and Sarah Elizabeth Woodward 1810-1876. His grandfather was born in Monroe County, Georgia, died in Murphreesboro, Tennessee, and was buried in Tallapoosa County, Alabama, where his family had lived since the 1840s. Sarah was also born in Monroe County, Georgia and died in Tallapoosa County, Alabama. Their memorials have not yet been located.

Hugh was the great grandson of Abner Lockett, Sr. 1764-1827 and Martha "Patsy" Reese 1775-after 1830. Abner was from Buckingham County, Virginia and died in Monroe County, Georgia. Patsy was also from Virginia and is probably buried in Monroe County, Georgia.

Hugh was the 2nd great grandson of Lt. David Lockett 1735-1796 and Sally Lucy Winfrey 1738-1787, both from Buckingham County, Virginia. They both died in Warren County, Georgia, where David was given land for his service in the American Revolutionary War.

Hugh married Mary Frances "Molly" Pattillo on December 8, 1887 in Tallapoosa County, Alabama. Mary was born and died in Dadeville, Tallapoosa County, Alabama.

They had seven children, six sons and one daughter:

Hugh grew up on his family farm and was a farmer all his life. He died in 1901, only 43 years old, when his children were still very small. His widow Molly lives another 37 years and does not remarry.

His granddaughter, Ruth Lockett, tells the story that in 1901 Hugh hired a black man that came to him looking for work. Later when Hugh went into Dadeville, he was confronted by another farmer that accused him of stealing his black worker, then he shot Hugh dead. A newspaper article tells that Hugh got into a fight with the Sheriff, was shot by the Sheriff and died a day or two later.
